Today's Presentation: Molly Rattigan, City of Napa

Napa Deputy City Manager Molly Rattigan provided an update on the "Housing Element" for the City, a part of the City's general plan that California law requires be updated every 8 years. The new plan outlines how the City will meet it's share of the Bay Area requirement of an additional 440,000 housing units to help address the lack of affordable housing. The City of Napa share for 2023-2031 is an additional 2,669 units, of which 770 are for "extremely low or very low income" households (below $63,000 for a family of 4). Currently in the "pipeline" for residential development is a total of 1,963 units.

Some of the projects highlighted include The Crescent (Old Sonoma Road property) which is currently applying for a $50 million grant; Monarch Landing on Shetler Rd. with 77 units, Heritage House / Valley Verde with 88 units; 515 Silverado with 40 units; and a possible 40 unit project with the Downtown Methodist Church. Rattigan also mentioned the acquisition of land at Jefferson and Trower for "land banking".

Obstacles to affordable housing include rising land and construction costs, as well as rising interest rates, with development costs approximating as much as $810,000 per unit. A regional bond measure is planned for the 2024 ballot which would provide an estimated $150 million for Napa County for housing through the Bay Area Housing Finance Authority. [Ed. note: A recent San Francisco Chronicle article reports that a planned $20 billion bond issue would cost homeowners an additional $75 to $100 per year per $500,000 in assessed properly value.]

For more details, read the submitted Housing Element at https://napahousingelement.com/. Napa's plan is currently awaiting state approval.

Rattigan's responsibilities with the City include homelessness, housing, and climate action. the three most intractable issues confronting us. She discussed City efforts regarding the homeless at her last appearance, so hopefully we can hear from her soon on climate action. She is also the President of the Leadership Napa Valley Board.

Thanks, Molly, for all that you do for the Napa community.
