    PROGRAM:
JAN GRIFFIN KOEHLER introduced Cheryl Ubelhor, who described the Lilly CAPE (Community Alliances to Promote Education) Proposal for Tippecanoe County, which was applied for in April in the amount of 1.5 million Dollars. Noting that school readiness and early child care are big issues in this community, she introduced Pat Corey who explained that the grants are designed to start a community conversation.

If the grant is not awarded to Tippecanoe County, the problems still need solutions. Pat said that 1/3 of children entering kindergarten are unprepared. She then presented several of the barriers (poverty, uneducated parents, non- English speaking parents, child abuse and neglect, substance abuse) and solutions (Head Start). The grant proposal combines the work of several agencies under one roof to identify and help parents and students at very early stages.
